New Delhi: Door-to-door visits will start in Delhi from June 30 as part of a special intensive revision (SIR) of voters’ lists to cleanse and update the electoral rolls which includes nearly 1.5 crore voters. The booth-level officers (BLOs) will do the door-to-door enumeration till July 29, distributing pre-printed enumeration forms to all existing voters who will be required to verify and update their details. The filled-up forms will be collected by the BLOs who will revisit the houses to collect them.As part of the preparations, the election authorities in the city have trained around 13,000 BLOs, 1,300 BLO supervisors and nearly 30,000 booth-level agents (BLAs), nominated by political parties such as BJP, AAP and Congress for assisting voters. The extensive training is for ensuring the smooth implementation of the exercise across all constituencies. On Wednesday, Delhi CEO held a meeting with representatives of AAP, BJP, Congress and other political parties where they were briefed about the enumeration process. The election authorities are printing over 3 crore forms which will be distributed among nearly 1.5 crore voters. The printing and logistics work is in the final stages and the majority of the enumeration forms have already been printed.Teams have been constituted in district election offices to sort out and distribute the forms among BLOs ahead of the June 30 launch. “The BLOs will be handed over the forms a few days before June 30,” said an official.BLOs have been instructed to make a minimum of three visits to households during the month-long door-to-door enumeration exercise. “If a house is found locked, the BLOs will leave their contact details and mobile numbers so that residents can get in touch and complete the process,” an official said. The BLOs have been asked to adopt flexible schedules based on the anticipated availability of voters. “They are generally familiar with their areas because they are active in them. They have been asked to visit households with office-goers during evening hours, while residents engaged in businesses near their homes can be approached at times when they are more likely to be available,” said the officer. The BLOs are mostly schoolteachers and each BLO will be responsible for covering approximately 1,000-1,500 voters during the SIR.Over 20,000 officials are likely to be engaged in the exercise. Delhi has around 13,000 polling booths and 13,000 BLOs and there is one supervisor for every 10 BLOs. Apart from them, volunteers and additional manpower will be used during the SIR.The final electoral roll will be published on Oct 7 to conclude the process. An official said no documents will be required at the stage of filling and submitting the enumeration forms. “However, voters whose names, or whose parents’ or grandparents’ names, cannot be linked to electoral rolls from the last intensive revision conducted in Delhi or any other state or Union territory may be asked to furnish supporting documents during the claims and objections phase,” said the official.Voters can check whether their names are included in the electoral roll through multiple channels such as by searching on the Election Commission’s portal (https://electoralsearch.eci.gov.in) or by using the voter helping app.Assistance is also available through the Election Commission’s toll-free helpline number 1950. The office of the chief electoral officer of Delhi website provides access to the 2002 electoral roll PDF, as well as facilities to search the 2002 roll by name or EPIC number.
