Although U.S. Vice President JD Vance, a Catholic, <a href=\"https:\/\/www.nytimes.com\/2026\/04\/14\/us\/politics\/vance-pope-trump-georgia.html\">criticized some of the pope\u2019s comments<\/a>, a growing choir of Catholic voices has criticized the conflict by invoking <a href=\"https:\/\/www.usccb.org\/news\/2026\/us-bishops-chairman-doctrine-issues-clarification-just-war-theory\">the concept of \u201cjust war<\/a>\u201d \u2013 an evolving tradition that has guided Christian thinking about war and peace for 1,500 years.<\/p>\n<p>In March, the archbishop of Washington said the war failed \u201c<a href=\"https:\/\/www.cathstan.org\/us-world\/in-interview-cardinal-mcelroy-says-u-s-entry-into-war-with-iran-not-morally-legitimate-citing-catholic-just-war-teaching\">to meet the just war threshold<\/a>.\u201d A month later, the prelate leading the U.S. military\u2019s Catholic chaplaincy delivered a stark assessment: The war was <a href=\"https:\/\/www.cbsnews.com\/news\/timothy-broglio-archbishop-archdiocese-for-the-military-services-usa-face-the-nation-transcript-04-05-2026\/\">not justified<\/a>. The <a href=\"https:\/\/www.vaticannews.va\/en\/vatican-city\/news\/2026-03\/cardinal-parolin-interview-middle-east-iran-us-israel-war.html\">Vatican\u2019s secretary of state<\/a> raised similar concerns.<\/p>\n<p>Many faiths have teachings about when war is or is not considered justified, <a href=\"https:\/\/doi.org\/10.1007\/s11406-012-9390-5\">including Judaism<\/a>, <a href=\"https:\/\/doi.org\/10.1017\/9781108235396\">Islam and Hinduism<\/a>. In the Christian just war tradition, battle is never holy \u2013 \u201c<a href=\"https:\/\/x.com\/Pontifex\/status\/2042588417578668338?s=20\">God does not bless any conflict<\/a>,\u201d in Leo\u2019s words \u2013 but it is sometimes considered necessary.<\/p>\n<p>That tradition traces its roots to the fifth-century theologian <a href=\"https:\/\/iep.utm.edu\/augustine-political-and-social-philosophy\/#SH3c\">St. Augustine<\/a>. A millennium later, <a href=\"https:\/\/plato.stanford.edu\/entries\/aquinas\/\">St. Thomas Aquinas<\/a> systematized the church\u2019s <a href=\"https:\/\/www.newadvent.org\/summa\/3040.htm\">just war teachings<\/a>, establishing three basic criteria to assess the justifiable use of force: authority, cause and intention. Over time, three more principles emerged: proportionality, last resort and likelihood of success.<\/p>\n<p>Here\u2019s how they could apply today:<\/p>\n<h2>1. Legitimate authority<\/h2>\n<p>Historically, the conversation about a war\u2019s justness began by asking whether a responsible sovereign had declared it.<\/p>\n<p>Today, some just war scholars argue only <a href=\"https:\/\/doi.org\/10.1080\/15027570.2020.1799486\">the United Nations<\/a> holds this authority, since the <a href=\"https:\/\/www.un.org\/en\/about-us\/un-charter\/full-text\">U.N. charter<\/a> forbids the use of force against another nation except for self-defense.<\/p>\n<p>In the United States, the boundary between presidential and congressional authority for war is contested. According to the U.S. Constitution, only Congress can <a href=\"https:\/\/constitution.congress.gov\/browse\/essay\/artI-S8-C11-2-1\/ALDE_00000110\/\">declare war<\/a>, and Congress controls military funding. Dan Caine listen.<\/span><br \/><span class=\"attribution\"><a class=\"source\" href=\"https:\/\/newsroom.ap.org\/home\/search?query=trump%20iran&amp;mediaType=photo\">AP Photo\/Mark Schiefelbein, File<\/a><\/span><\/p>\n<\/div>\n<p>The <a href=\"https:\/\/avalon.law.yale.edu\/20th_century\/warpower.asp\">1973 War Powers Resolution<\/a> attempted to balance these principles by requiring presidents to seek congressional authorization for any use of force <a href=\"https:\/\/www.washingtonpost.com\/politics\/2026\/04\/15\/iran-war-powers-trump\/\">lasting more than 60 days<\/a>.<\/p>\n<h2>2. Just cause<\/h2>\n<p>Traditionally, Christian theologians argued that <a href=\"https:\/\/www.newadvent.org\/summa\/3040.htm\">self-defense and righting wrongs<\/a> could justify war.<\/p>\n<p>Some causes can never be just. For example, the 16th-century scholar <a href=\"https:\/\/www.ebsco.com\/research-starters\/history\/francisco-de-vitoria\">Francisco de Vitoria<\/a> explicitly ruled out \u201c<a href=\"https:\/\/www.dominicanajournal.org\/wp-content\/uploads\/2020\/06\/dominicanav31n3conway.pdf\">difference of religion\u201d and \u201cenlargement of the empire<\/a>\u201d as legitimate causes for war.<\/p>\n<p>The Trump administration has offered <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/how-trumps-stated-reasons-goals-timeline-iran-war-have-shifted-2026-03-20\/\">numerous and shifting<\/a> rationales for the Iran war \u2013 even humanitarian ones, telling Iranians suffering under <a href=\"https:\/\/theconversation.com\/how-iran-shut-down-the-internet-and-built-a-sophisticated-system-of-digital-control-274570\">a brutally oppressive regime<\/a> that \u201c<a href=\"https:\/\/www.pbs.org\/newshour\/world\/read-trumps-full-statement-on-iran-attack\">the hour of your freedom is at hand<\/a>\u201d \u2013 which makes it difficult to assess the justness of its cause.<\/p>\n<p>One of the main explanations U.S. officials have offered, for example, is self-defense. On the war\u2019s first day, Trump declared the objective was to eliminate \u201c<a href=\"https:\/\/www.pbs.org\/newshour\/world\/read-trumps-full-statement-on-iran-attack\">imminent threats from the Iranian regime<\/a>.\u201d International law and the just war tradition uphold states\u2019 right to self-defense.<\/p>\n<p>But the law permits force only when <a href=\"https:\/\/www.chathamhouse.org\/sites\/default\/files\/publications\/research\/2005-10-01-use-force-states-self-defence-wilmshurst.pdf\">necessary to end an ongoing attack or to avert an imminent one<\/a>. And Secretary of State Marco Rubio said <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/mar\/02\/rubio-us-attack-israel-iran\">the U.S. attacked because of a planned Israeli strike<\/a>, casting doubt on the idea of imminent threat: \u201cWe knew that if we didn\u2019t preemptively go after (Iran) before (Israel) launched those attacks, we would suffer higher casualties.\u201d Pentagon briefers also told Congress the Iranian <a href=\"https:\/\/www.cnn.com\/world\/live-news\/us-israel-iran-attack-03-01-26-intl?post-id=cmm8g18pb00003b6s68xqscio\">threat was not imminent<\/a>.<\/p>\n<p>In addition to self-defense, Trump claimed a need to prevent future threats \u2013 otherwise called <a href=\"https:\/\/dx.doi.org\/10.2139\/ssrn.469862\">preventive war<\/a> \u2013 such as <a href=\"https:\/\/www.pbs.org\/newshour\/world\/read-trumps-full-statement-on-iran-attack\">nuclear weapons<\/a> or <a href=\"https:\/\/theconversation.com\/how-far-can-irans-ballistic-missiles-reach-a-defense-expert-explains-how-the-missiles-work-and-what-iran-can-and-cant-hit-279072\">longer-range missiles<\/a> that could reach the United States.<\/p>\n<p>Iran has a history of <a href=\"https:\/\/www.cfr.org\/articles\/what-are-irans-nuclear-and-missile-capabilities\">covert nuclear research<\/a>, which it claims is for civilian use. Experts <a href=\"https:\/\/www.scientificamerican.com\/article\/iran-was-nowhere-close-to-a-nuclear-bomb-experts-say\/\">debate how long it would take<\/a> for the country to produce a nuclear weapon. In 2025, the International Atomic Energy Agency declared Iran <a href=\"https:\/\/www.iaea.org\/sites\/default\/files\/25\/06\/gov2025-24.pdf\">was not complying with agreements<\/a> on nuclear nonproliferation. However, international law <a href=\"https:\/\/moderndiplomacy.eu\/2025\/06\/29\/the-legality-of-preemptive-strike-in-international-law\/\">prohibits preventive war<\/a>.<\/p>\n<p>Trump has also stated that the war would ensure Iran <a href=\"https:\/\/www.whitehouse.gov\/releases\/2026\/03\/operation-epic-fury-decisive-american-power-to-crush-irans-terror-regime\/?utm%22%22\">cannot support \u201cterrorist proxies\u201d abroad<\/a>. The regime <a href=\"https:\/\/www.american.edu\/sis\/news\/20240205-understanding-irans-use-of-terrorist-groups-as-proxies.cfm\">funds and equips<\/a> <a href=\"https:\/\/theconversation.com\/how-much-influence-does-iran-have-over-its-proxy-axis-of-resistance-hezbollah-hamas-and-the-houthis-221269\">Hamas and the Lebanese militant group Hezbollah<\/a>.<\/p>\n<div id=\"attachment\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/731442\/original\/file-20260421-69-ablmka.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A crowd of people, many of them wearing black, walks holding coffins draped in yellow fabric and a large photo of 15 men in military uniforms.\"\/><\/p>\n<p class=\"wp-caption-text edd-enabled\"><span class=\"caption\">Mourners carry the coffins of Hezbollah fighters killed in the war between Hezbollah and Israel during a funeral in Kfar Sir, Lebanon, on April 21, 2026.<\/span><br \/><span class=\"attribution\"><a class=\"source\" href=\"https:\/\/newsroom.ap.org\/home\/search?query=hezbollah&amp;mediaType=photo\">AP Photo\/Hassan Ammar<\/a><\/span><\/p>\n<\/div>\n<p>This is a <a href=\"https:\/\/law.unimelb.edu.au\/__data\/assets\/pdf_file\/0005\/1680359\/Maogoto.pdf\">gray area of international law<\/a>, but providing financial and material aid alone is generally not considered sufficient justification for an attack.<\/p>\n<h2>3. Right intent<\/h2>\n<p>Just cause alone is insufficient to render a war just.<\/p>\n<p>Aquinas cautioned that even a war declared by a \u201clegitimate authority, and for a just cause\u201d could \u201c<a href=\"https:\/\/www.newadvent.org\/summa\/3040.htm\">be rendered unlawful through a wicked intention<\/a>.\u201d Augustine saw <a href=\"https:\/\/www.newadvent.org\/fathers\/140622.htm\">love of violence, cruelty or power<\/a> as evil intents. \u201cThe common good of the commonwealth\u201d should motivate the decision to go to war, <a href=\"https:\/\/doi.org\/10.1080\/10609164.2024.2350862\">wrote Vitoria<\/a>, the 16th-century theologian \u2013 not the leader\u2019s personal gain or honor.<\/p>\n<p>Assessing right intent is hard, but a government\u2019s conduct and rhetoric can offer clues. <a href=\"https:\/\/www.theguardian.com\/law\/2026\/apr\/03\/us-war-crimes-iran-civilian-infrastructure-international-law-school-strike?utm\">Attacks on civilian infrastructure<\/a>, for example, cast doubt on the Trump administration\u2019s humanitarian claims.<\/p>\n<p>In March, the president told the Financial Times that \u201c<a href=\"https:\/\/www.ft.com\/content\/3bd9fb6c-2985-4d24-b86b-23b7884031f5?syn-25a6b1a6=1\">my favorite thing is to take the oil in Iran<\/a>.\u201d In <a href=\"https:\/\/www.reuters.com\/world\/trump-us-can-take-strait-hormuz-with-more-time-2026-04-03\/\">an April post on Truth Social<\/a>, he wrote, \u201cWith a little more time, we can easily OPEN THE HORMUZ STRAIT, TAKE THE OIL, &amp; MAKE A \u2060FORTUNE.\u201d <a href=\"https:\/\/thehill.com\/policy\/energy-environment\/5809999-iran-oil-trump-venezuela-ukraine\/\">Pursuing economic interests<\/a>, however, would violate right intent.<\/p>\n<h2>4. Proportionality<\/h2>\n<p>War <a href=\"https:\/\/doi.org\/10.1111\/1468-0025.00049\">is always destructive<\/a>. But today\u2019s <a href=\"https:\/\/uscatholic.org\/articles\/201106\/what-is-the-catechism-of-the-catholic-church\/\">Catholic Catechism<\/a>, a summary of the church\u2019s teachings, states that the \u201cuse of arms <a href=\"https:\/\/www.vatican.va\/content\/catechism\/en\/part_three\/section_two\/chapter_two\/article_5\/iii_safeguarding_peace.html\">must not produce evils and disorders<\/a> graver than the evil to be eliminated.\u201d In other words, the just war tradition holds that a war is justified only if the harm it causes is proportional to the good it seeks to achieve.<\/p>\n<p>As of April 7, 2026, more than <a href=\"https:\/\/www.hra-iran.org\/nearly-3600-killed-in-us-israeli-strikes-on-iran\/%22%22\">1,600 Iranian civilians have been killed, including more than 200 children<\/a>. An estimated <a href=\"https:\/\/fortune.com\/2026\/03\/14\/iranian-refugees-displaced-us-israel-war-migration-crisis-europe-turkey\/\">3 million<\/a> Iranians have <a href=\"https:\/\/www.unhcr.org\/us\/about-unhcr\/who-we-protect\/internally-displaced-people\">been displaced<\/a>. <a href=\"https:\/\/www.nytimes.com\/interactive\/2026\/04\/09\/world\/middleeast\/us-israel-strikes-iran-structures-damage.html\">Schools and health care facilities<\/a> have been destroyed.<\/p>\n<div id=\"attachment\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/731440\/original\/file-20260421-57-n6uf1i.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Two women, seen from behind, hold up a large flat drum against a cloudy blue sky.\"\/><\/p>\n<p class=\"wp-caption-text edd-enabled\"><span class=\"caption\">Musicians perform during a concert honoring children killed in a strike on a school in Minab, Iran, in Tehran on April 6, 2026.<\/span><br \/><span class=\"attribution\"><a class=\"source\" href=\"https:\/\/newsroom.ap.org\/home\/search?query=iran%20school&amp;mediaType=photo\">AP Photo\/Francisco Seco<\/a><\/span><\/p>\n<\/div>\n<p>The disruption of oil production and trade translates into higher energy and fertilizer prices, which <a href=\"https:\/\/www.csis.org\/analysis\/iran-fertilizer-and-food-security-risks-impacts-and-policy-responses\">raise food prices<\/a> \u2013 hitting the world\u2019s <a href=\"https:\/\/www.cgdev.org\/blog\/when-oil-prices-spike-hungry-pay-first-and-cash-transfers-should-be-part-response\">poorest the hardest<\/a>.<\/p>\n<p>Whether the costs of the Iran war are proportionate depends on which of the administration\u2019s stated aims one believes.<\/p>\n<h2>5. Last resort<\/h2>\n<p>The Catholic Catechism declares war can be legitimate only if \u201call other means\u201d of putting an end to an aggressor\u2019s harms \u201c<a href=\"https:\/\/usccb.cld.bz\/Catechism-of-the-Catholic-Church2\/576\/#zoom=true\">have been shown to be impractical or ineffective<\/a>.\u201d<\/p>\n<p>Arguably, U.S. officials did not give diplomacy sufficient time to work. Days before the war began, some analysts believed that a <a href=\"https:\/\/theconversation.com\/iran-has-been-attacked-by-us-and-israel-when-peace-was-within-reach-277175\">deal was close<\/a>. Oman\u2019s foreign minister, who hosted negotiations in February, said \u201cit was a shock but not a surprise\u201d that the U.S. and Israel attacked, after peace \u201c<a href=\"https:\/\/www.fm.gov.om\/en\/39771\/\">had briefly appeared really possible<\/a>.\u201d The Guardian reported that the U.K.\u2019s national security adviser, who was also present at those February talks, <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/17\/uk-security-adviser-attended-us-iran-talks-and-judged-deal-was-within-reach\">expressed similar sentiments<\/a>.<\/p>\n<p>Experts suggest that the U.S. negotiating team\u2019s <a href=\"https:\/\/www.armscontrol.org\/blog\/2026-03-11\/us-negotiators-were-ill-prepared-serious-nuclear-negotiations-iran\">lack of technical expertise<\/a> and the <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/18\/ignorance-misunderstanding-obfuscation-iran-nuclear-talks-trump\">tight timeline<\/a> contributed to failure.<\/p>\n<h2>6. Likelihood of success<\/h2>\n<p>To be justified, the use of force must be likely to accomplish the war\u2019s aims. Ethicists debate the exact bar but agree that success must be \u201c<a href=\"https:\/\/doi.org\/10.1080\/15027570.2011.608497\">more likely than a mere \u2018hope,\u2019 \u2018chance,\u2019 or \u2018possibility<\/a>,\u2019\u201d as international relations scholar Frances V. Harbour put it. Limited goals are more likely to succeed than expansive ones.<\/p>\n<p>The war has <a href=\"https:\/\/www.cfr.org\/articles\/was-the-iran-war-worth-it\">degraded Iran\u2019s nuclear and missile programs<\/a>. But the knowledge needed to build them remains, and without a diplomatic solution, Iran is <a href=\"https:\/\/www.csis.org\/analysis\/options-united-states-resolve-iran-nuclear-challenge\">likely to continue its efforts<\/a> to develop such technologies.<\/p>\n<p>Similarly, force can disrupt Iran\u2019s proxy networks and raise the costs of maintaining them, but <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/what-iranian-proxies-agreement-should-encompass\">regional diplomacy and cooperation<\/a> have a better chance of resolving such long-running concerns.<\/p>\n<p>Ultimately, I believe a lack of clarity about the war\u2019s goals diminishes the likelihood of success. Wars require more than military victories; there must be a coherent plan for <a href=\"https:\/\/www.csis.org\/analysis\/iran-relearning-importance-waging-war-not-just-fighting-one\">ending the fighting such that a \u201cbetter peace\u201d is established<\/a>.<\/p>\n<p><em>(Valerie Morkevi\u010dius, Associate Professor, Political Science, Colgate University.
