NEW DELHI: Delhi Police<\/a> has arrested two men, including a physiotherapist, for allegedly duping people by posing as facilitators of legal child adoptions and collecting money on the false promise of arranging babies for adoption.The accused cheated victims by sending forged NGO receipts, fake ultrasound reports and other fabricated documents to make the adoption process appear genuine.The case came to light after police received a complaint through the National Cyber Crime Reporting Portal (NCRP) from Archana (30), a resident of Burari, who alleged that she had been cheated of Rs 1.37 lakh.According to police, the complainant had been searching online for child adoption services when she came across a mobile number.The person who answered introduced himself as Sachin Agrawal and claimed to represent an organisation involved in facilitating child adoptions.He assured her that he could arrange the adoption of a baby boy.A few days later, the accused informed her that a baby boy was available for adoption and claimed the expected delivery date was Nov 3, 2025.He then demanded registration and booking charges, followed by additional payments towards the adoption process and transportation expenses.Trusting his assurances, the complainant transferred money on multiple occasions.Whenever she questioned the repeated demands for payment, the accused cited fresh charges and claimed that the adoption process was progressing.To reinforce his claims, he allegedly sent forged NGO payment receipts, fabricated ultrasound reports and other fake documents.When the complainant insisted on meeting the biological mother before making further payments, the accused refused, claiming that the organisation’s policy prohibited adoptive parents from meeting biological parents before delivery.On the scheduled delivery date, he demanded another payment towards transportation charges for the vehicle allegedly bringing the child.Soon after receiving the money, he stopped responding to her calls, prompting her to approach the police.Deputy Commissioner of Police (North) Raja Banthia said investigators conducted an extensive technical analysis of call detail records of nearly 100 mobile numbers and IMEIs while tracing the money trail through multiple bank accounts.Police also examined access details from food delivery and courier applications and conducted several raids, but the accused kept changing locations to evade arrest.“Continuous surveillance of suspect mobile numbers eventually led the team to Bareilly in Uttar Pradesh, where a raid was conducted and the accused, Sachin Agrawal (46) and Rakesh Kumar alias Dr R.K. (52), were apprehended,” the DCP said.During the investigation, police found that the mobile number used to contact victims and the bank account that received the cheated money were both registered in Sachin Agrawal’s name.However, he was not staying at his recorded address and frequently shifted locations to avoid detection.During interrogation, Sachin disclosed that he had conspired with Rakesh Kumar, a physiotherapist, who supplied forged NGO payment receipts, fabricated ultrasound reports and other fake supporting documents used to deceive victims.Based on his disclosure and supporting evidence, Rakesh was also arrested.Police recovered two mobile phones, five SIM cards, a bank passbook, six debit cards, two PAN cards and 14 hospital and doctor stamps from the accused.The seized digital devices and documents are being analysed to identify more victims and uncover other cyber frauds linked to the duo.Investigators said the accused advertised their mobile number on online platforms, falsely claiming they could arrange legal child adoptions through multiple organisations.They allegedly collected money under various heads, including registration, booking, baby receiving and transportation charges.Victims were persuaded to buy baby clothes and assured that the child would be handed over on a specified date.Once the final payment was received, the accused allegedly switched off their phones and disappeared.<\/div>\n
