<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div><\/div>\n<\/div>\nNew Delhi:<\/span> Over 80 NGOs have placed a list of demands before the newly revived Delhi Commission for Protection of Child Rights (DCPCR).Their key demands were about making homes for transgender children, making school admission easier for children facing hurdles in procuring Aadhaar<\/a>, enrolling children who have been rescued from begging and child labour, and deploying more trained counsellors. The recommendations were submitted to the commission\u2019s newly appointed chairperson, Om Prakash Vyas. His appointment earlier this month revived DCPCR after nearly three years without a chairperson.The demands emerged during a consultation organised by Childhood Enhancement Through Training and Action (Chetna), with the support of SBI Foundation, where civil society organisations and child rights experts presented issues they believe require immediate intervention by the commission.The challenges in obtaining licences for running child care institutions in Delhi, shortage of trained counsellors in schools, inadequate sensitisation of police personnel on laws such as the POCSO Act<\/a>, and the lack of research and reliable data on the condition of children — all these found mention too.The prominence of education-related concerns is also reflected in the commission\u2019s own records. Between April 2025 and June 2026, DCPCR processed 2,214 complaints, of which 1,337, or over 60%, were related to the Right to Education (RTE), making it the single largest category of grievances.\u201cThis interface provided civil society organisations an opportunity to place their concerns before the newly constituted commission,\u201d said Sanjay Gupta, the director of Chetna.DCPCR chairperson Vyas attended the meeting, along with commission members Swati Gupta and Kundan Kanskar, and senior officials from the department of women and child development (WCD), including deputy director SM Ali and secretary Dr Rashmi Singh.Responding to the demands, Vyas said the commission would take up the issue of school admissions with the education department and issue directions on deploying trained counsellors in schools. He also asked NGOs to submit details of children engaged in begging or child labour who had been denied admission so that action can be taken.On the demand for facilities for transgender children, he said the commission would request the department of women and child development to examine the feasibility of establishing a separate home. WCD department deputy director SM Ali said several child welfare schemes are awaiting cabinet approval and are expected to be launched soon.WCD secretary Rashmi Singh said the department\u2019s immediate priorities include strengthening anganwadi services, improving support for children on the streets, enhancing aftercare for young adults leaving institutional care, and expanding child welfare initiatives across the capital.<\/div>\n
