At<span>&#160;<\/span><a href=\"http:\/\/www.vatican.va\/content\/leo-xiv\/en\/angelus\/2026\/documents\/20260726-angelus.html\" data-outlook-id=\"03080045-22d8-4449-b2e4-1e11f97dffeb\">his weekly Angelus address<\/a><span>&#160;<\/span>he called on all parties in the Middle East to stop the fighting &#8220;so that the peace so greatly desired by the entire region may be achieved without delay.&#8221;<\/p>\n<p>The Holy Father has had a particular focus on the United States-led conflict in Iran over the past several months &#8212;&#160;<a href=\"https:\/\/www.vaticannews.va\/en\/pope\/news\/2026-04\/pope-leo-xiv-appeal-to-journalists-castel-gandolfo-7-april-2026.html\" data-outlook-id=\"d0a8361f-37db-4ce0-a659-87adc10df70c\">referring<\/a><span>&#160;<\/span>to calls for direct attacks against the Iranian people as &#8220;truly unacceptable.&#8221;<\/p>\n<p>In making these moral judgements, Leo is reflecting centuries-old Catholic teachings on war. Using deadly threats against civilians is both a gravely and intrinsically evil act &#8212; something which can never be done, for any reason, regardless of circumstances. The church&#8217;s moral theology has similarly referred to several such actions over the centuries: direct abortion and euthanasia, racism, usury, surrogacy, torture, and yes, intentionally threatening innocent lives in war.<span>&#160;<\/span><\/p>\n<p>There have been<span>&#160;<\/span><a href=\"https:\/\/www.ncregister.com\/commentaries\/chapp-paglia-moral-theology-paradigm-shift\" data-outlook-id=\"eda5a21d-e1e8-4879-ac46-a87ddd177142\">some noises made<\/a><span>&#160;<\/span>in recent years in some corners of the church calling for a so-called paradigm shift in the church&#8217;s moral theology that would try to essentially get rid of the concept of intrinsically evil acts and exceptionless moral norms. But I&#8217;m happy these attempts have gone nowhere. Trying to overturn such ways of thinking would destabilize the church&#8217;s entire moral vision &#8212; especially when it comes to war.<span>&#160;<\/span><\/p>\n<p>Now, practically speaking, does church teaching disallow any activity which would negatively affect civilians? What about killing them? The answer is no, and the key differentiator is the intention of the agent and the nature of the act itself.<\/p>\n<p>For instance, if U.S. generals ordered attacks on an electric generator serving a command bunker and this had<span>&#160;<\/span>foreseen but unintended<span> e<\/span>ffects on the rest of the Iranian power grid, this could be justified for what the church calls a proportionately serious reason.<span>&#160;<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-4266009\" src=\"http:\/\/religionnews.com\/wp-content\/uploads\/2026\/06\/webRNS-Leo-Consistory1.jpg\" alt=\"\" width=\"750\" height=\"500\" \/><\/p>\n<p>There are clear distinctions drawn, however, between that situation and, say, an intentional attack on an Iranian power plant or<span>&#160;<\/span><a href=\"http:\/\/www.aljazeera.com\/news\/2026\/7\/18\/iran-accuses-us-of-striking-critical-infrastructure-as-war-intensifies\" data-outlook-id=\"d5ca5c19-d36b-46d1-8b18-e7b82df522ff\">water desalination plant<\/a>&#160;where the goal is to cause severe hardship and suffering to the general civilian population in order to put pressure on the Iranian regime to capitulate to U.S. demands. If this sort of attack, as I&#8217;ve<span>&#160;<\/span><a href=\"https:\/\/www.eurasiareview.com\/25072026-catholic-moral-theologians-express-concern-over-reports-of-u-s-and-iranian-strikes-on-civilian-infrastructure\/\" data-outlook-id=\"b75594d3-feda-4730-a9f2-d4d5781bd437\">suggested elsewhere<\/a>, was to produce widespread darkness, spoiled food, rampant disease, failed hospitals and the like in order to gain an advantage in the war, then the deadly consequences for civilians become part of the object or nature of the act itself. Catholic moral teaching insists that such actions can never be done for any reason &#8212; even if they could produce the good consequence of ending the war faster.<\/p>\n<p>Catholics are not consequentialists. Period. Some actions are so evil, so fundamentally at odds with the good, that they must never be done.<\/p>\n<hr \/>\n<div class=\"related-articles\"><strong>RELATED:<\/strong> <a href=\"https:\/\/religionnews.com\/2026\/07\/01\/pope-leo-come-to-silicon-valley\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pope Leo, come to Silicon Valley<\/a><\/div>\n<hr \/>\n<p>Over the course of the military conflict with Iran, the claims from our commander-in-chief have been clear.<\/p>\n<p>On July 22, for instance, President Trump Donald<span>&#160;<\/span><a href=\"http:\/\/www.washingtontimes.com\/news\/2026\/jul\/22\/trump-threatens-bomb-power-plants-bridges-iran-continues-harass-ships\/\" data-outlook-id=\"c9f80a76-d65d-42aa-8632-6c0795d79a31\">called<\/a><span>&#160;<\/span>for blowing up &#8220;<span>ONE BRIDGE OR POWER PLANT<\/span>&#8221; for every ship Iran attacked in the Strait of Hormuz. The president was offering what might be called a penalty schedule, not because of the military value of these targets but because of the pressure this would hopefully produce on the regime such that they would let oil flow through the strait cleanly. At other times, Trump has<span>&#160;<\/span><a href=\"https:\/\/www.jpost.com\/international\/article-902532\" data-outlook-id=\"1c86c88e-7d35-4bb7-bce5-d7ab1f295bd7\">threatened<\/a><span>&#160;<\/span>civilian infrastructure &#8220;unless (Iranian leaders) get to the table&#8221; for serious negotiations.<span>&#160;<\/span><\/p>\n<p>And on Monday, the president<span>&#160;<\/span><a href=\"http:\/\/www.cnn.com\/2026\/07\/27\/world\/live-news\/iran-war-trump\" data-outlook-id=\"d9d4e81b-c26f-41e4-96d9-f368ebf5c8d0\">said<\/a><span>&#160;<\/span>that the recent U.S. strikes on Iran were paused &#8220;at the regime&#8217;s request&#8221; and would resume &#8220;with greater force than before&#8221; if talks go nowhere. Trump said he&#8217;s &#8220;not interested in prolonged negotiations.&#8221; It is now fair to say that the U.S.&#8217; publicly stated policy is to hold attacks on civilian infrastructure as a threat that can be reactivated.<\/p>\n<p>To be fair, Iran has been no poster child for ethics in this war either. Its leaders have made numerous threats (and at times made good on them) to attack our Gulf allies in similar ways. This included attacks on Kuwait&#8217;s vital facilities,<span>&#160;<\/span><a href=\"http:\/\/www.aljazeera.com\/news\/2026\/7\/18\/iran-accuses-us-of-striking-critical-infrastructure-as-war-intensifies\" data-outlook-id=\"bf2d91a4-c031-4095-ab87-f88b036cbe9a\">including desalination plants <\/a>&#8212; from which the country gets more than <a href=\"https:\/\/www.nytimes.com\/2026\/07\/21\/world\/middleeast\/desalination-water-middle-east.html#:~:text=Desalination%20plants%20produce%2090%20percent,rely%20heavily%20on%20the%20technology.\">90% of its drinkable<\/a> water.<span> There have been <\/span><a href=\"http:\/\/www.cnn.com\/2026\/07\/27\/world\/live-news\/iran-war-trump\" data-outlook-id=\"4460c32e-f219-4886-b166-59f9a2ec5f09\">similar kinds<\/a><span>&#160;<\/span>of<span>&#160;<\/span><a href=\"http:\/\/www.foreignpolicy.com\/2026\/07\/17\/us-iran-strikes-civilian-infrastructure-bridges-kuwait-desalination-syria\/\" data-outlook-id=\"075f4a3d-4108-420a-a267-3b4d434b2195\">infrastructure attacks<\/a><span>&#160;<\/span>on Qatar, Saudi Arabia and Iraq.<span>&#160;<\/span>Al Jazeera<span>&#160;<\/span>called Iran&#8217;s choice to do this a &#8220;war crime under international humanitarian law.&#8221;<span>&#160;<\/span><\/p>\n<p>But it should go without saying that just because the United States faces a foe who is willing to commit war crimes does not give us any special right to commit war crimes ourselves. Many millions of Americans have been reflecting this month on who we are as a country as we celebrate 250 years. One major theme has been the theological principles about human equality and dignity in the Declaration of Independence and our attempt to better live out these principles over the decades and centuries. We must not let conflicts like the one with Iran derail this trajectory. We must not let frustration with war change who we are or who we want to be.<\/p>\n<hr \/>\n<div class=\"related-articles\"><strong>RELATED:<\/strong> <a href=\"https:\/\/religionnews.com\/2026\/07\/24\/south-african-faith-leaders-respond-to-prolonged-anti-migrant-violence\/\" target=\"_blank\" rel=\"noopener noreferrer\">South African faith leaders respond to prolonged anti-migrant violence <\/a><\/div>\n<hr \/>\n<p>Details are<span>&#160;<\/span><a href=\"http:\/\/www.cnbc.com\/2026\/07\/27\/us-iran-war-trump-hormuz.html\" data-outlook-id=\"3c67e802-d47e-4066-871e-a249b6ead0fe\">in dispute<\/a>, but it looks like there is now yet another pause in the fighting with yet another attempt to allow diplomacy to resume. It looks like one of the reasons we stopped was because our attacks were once again not having the desired effect on the regime. And it may very well be that the latest round of negotiations will not produce a resolution. If that is the case, some in the administration may be tempted to go all-in with a scorched-earth strategy in a desperate attempt to make deadly civilian mass suffering move the Iranian regime.<span>&#160;<\/span><\/p>\n<p>If we do this, the church will need to be clear that the U.S. will be guilty of war crimes. It is bad enough that our leaders are holding that possibility over the heads of civilians as a bargaining chip. But we cannot let this conflict turn members of the U.S. military into war criminals. Actions that are intrinsically evil have no place in a culture that claims to believe in human dignity.<\/p>\n<p>Indeed, if military personnel are asked to target civilian infrastructure, the church should encourage them to refuse to do so. <span>Archbishop for the Military Services Timothy Broglio<\/span>&#160;<a href=\"https:\/\/www.thetablet.co.uk\/news\/broglio-us-personnel-could-disobey-immoral-orders-against-greenland\/\" data-outlook-id=\"c226da82-ddb4-4bda-8177-b45a344c9102\">said<\/a><span> earlier this year,<\/span> in the context of a possible Greenland invasion, if a Catholic service member were given an immoral order, &#8220;within the realm of their own conscience it would be morally acceptable to disobey.&#8221;<span>&#160;<\/span><\/p>\n<p>Hopefully it does not come to this. The U.S. must engage in this conflict according to the rules of war and basic, foundational respect for innocent human life.
