autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen=\"\"><\/iframe><\/p>\n<p>SAN JUAN, Puerto Rico (AP) \u2014 A group of <a href=\"https:\/\/apnews.com\/hub\/caribbean\">Caribbean<\/a> leaders met with senior clergy from the Church of England on Tuesday as the push for <a href=\"https:\/\/apnews.com\/article\/un-vote-africa-slavery-trafficking-reparations-a7497cdb7d24a89eedb50beb683adc0f\">slavery reparations<\/a> intensifies, with activists also calling for the independence of British, French, Dutch and U.S. territories in the region.<\/p>\n<p>The reparations commission from Caricom, a Caribbean trade bloc, was scheduled to also meet with British parliamentarians as part of a four-day official trip to the <a href=\"https:\/\/apnews.com\/hub\/united-kingdom\">United Kingdom<\/a> to seek reparations, the second such trip since November.<\/p>\n<p>The group said the commission is creating a framework to launch negotiations because the time for making the case for reparatory justice is overdue.<\/p>\n<p>\u201cWe in the Caribbean remain the most colonized part of the world, and this has to stop,\u201d said Hilary Beckles, chairman of Caricom\u2019s reparations commission and vice chancellor of the University of the West Indies.<\/p>\n<p>The meetings in London come after Caribbean leaders <a href=\"https:\/\/apnews.com\/article\/caribbean-uk-slavery-reparations-barbados-mia-mottley-252c9a8baa25ca0505b737aa7867f61f\">bristled at the recent suggestion<\/a> by a U.K. lawmaker that Britain\u2019s former colonies should repay it for its historic investment in them.<\/p>\n<p>The commission noted that the Caribbean has at least 20 territories with ties to Britain, France, the Netherlands and the United States.<\/p>\n<p>\u201cI am quite sure the people of the Caribbean \u2026 will be looking to see whether their king \u2026 is going to advance this conversation about sovereignty, decolonization and reparatory justice for these crimes that have been committed,\u201d Beckles said.<\/p>\n<p>David Comissiong, Barbados\u2019 ambassador to Caricom, echoed those comments, stressing that the first step of reparations must be the recovery of national sovereignty and self-determination.<\/p>\n<p>He said the commission had a \u201cproductive meeting\u201d with three senior clerics from the Church of England, calling it a \u201cpossible ally.\u201d<\/p>\n<p>He also praised <a href=\"https:\/\/apnews.com\/hub\/king-charles-iii\">King Charles III<\/a> for expressing in recent years \u201cpersonal sorrow at the suffering of so many\u201d as he noted \u201cslavery\u2019s enduring impact.\u201d<\/p>\n<p>However, Comissiong and others criticized the United Kingdom for abstaining from <a href=\"https:\/\/apnews.com\/article\/africa-un-slavery-reparations-ghana-e957e864e402e6ce16fd878b7ec89653\">a U.N. resolution passed in March<\/a> that called for reparations and declared the trafficking of enslaved Africans \u201cthe gravest crime against humanity.\u201d All 27 members of the European Union also abstained, while Argentina, Israel and the United States voted against the resolution.<\/p>\n<p>Comissiong noted that some European governments have offered apologies, memorials, museums and the preservation of slavery infrastructure on Africa\u2019s west coast.<\/p>\n<p>\u201cThese are some preliminary gestures that we appreciate,\u201d he said. \u201cBut those gestures are not negotiations. \u2026 The damage that was done and that still exists today was so consequential, so deeply rooted, that it goes way beyond, way beyond gestures of memorialization.\u201d<\/p>\n<p>An estimated 12 million <a href=\"https:\/\/apnews.com\/hub\/africa\">Africans<\/a> were forcefully taken by European nations from the 16th to the 19th century, and those who survived the trip across the Atlantic Ocean were enslaved on plantations in the Caribbean and elsewhere under brutal conditions.<\/p>\n<p>Commission members spoke during a press conference in London, ahead of the meeting with parliamentarians.<\/p>\n<p>Among the questions was whether the commission would publish rules as to who should receive reparations.<\/p>\n<p>The answer for the Caribbean remains unclear, although Ron Daniels, head of the National African-American Reparations Commission, said <a href=\"https:\/\/apnews.com\/article\/joe-biden-race-and-ethnicity-government-and-politics-a9edb3b1292e40b1e82f33257b8d3222\">talks in the United States<\/a> have centered on land, economic development and the restoration or building of communications and healthcare infrastructure.<\/p>\n<p>\u201cReparations is proceeding quite effectively in the United States as a blueprint,\u201d Daniels said.<\/p>\n<p>Caricom leaders are seeking a formal apology;
