<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div><\/div>\n<\/div>\nNew Delhi: The bodies of two more people were pulled out Thursday from under the debris of two under-construction buildings that collapsed in Rohini Sector 16 Wednesday, taking the death toll to three.The deceased were identified as Nurul alias Kafe (24), a labourer, and Ram Dua (62), the husband of one of the building owners. Delhi Fire Services said one body was recovered around 12.45am, while the other one was pulled out at 2.30am.Two persons, Ravi and Saddam, were injured in the incident. Saddam was working as a labourer, while Ravi was riding a motorcycle with Ram Kishore (42), another deceased, when they were hit by the falling debris.Police have registered a case of culpable homicide after the preliminary inquiry indicated that the buildings were not constructed properly, leading to the collapse. Investigators will question the owners about the contractor or builder involved. Police said the buildings were owned by a woman and her daughter-in-law.Residents told civic officials that plumbing work was under way, and columns and beams might have been drilled into or cut. Municipal Corporation of Delhi<\/a> said preliminary findings also pointed to possible structural failure or differential settlement of the foundation. Residents earlier alleged that substandard materials were used. Police will verify the claims.The rescue operation was hampered by heavy rain, with poor visibility making it difficult to navigate through the rubble safely. \u201cWe had to remain extremely careful throughout the operation because even a minor misstep could have resulted in injuries to rescue personnel or triggered further collapse of the debris,\u201d a senior fire official said. He added that rain also increased the risk of rescuers slipping on the debris and of unstable portions of the structure collapsing unexpectedly.Twisted steel reinforcement bars buried under the rubble also slowed the operation as cutting through them took considerable time while rescuers also had to ensure their own safety.In the meantime, in the narrow lane where the buildings had collapsed, residents requested police to let them return to their cordoned-off homes while bulldozers and loaders, ambulances and emergency personnel continued to move in and out through the night. With visibility worsening, rescuers pressed on under floodlights while anxious locals and grieving relatives stood by. The operation was completed Thursday morning.<\/div>\n
