People were able to apply for the deeds and slips on the portal managed by Delhi Development Authority (DDA).<span class=\"id-r-component br\" data-pos=\"7\"\/>As of March 31, 2026, around 40,000 deeds and slips were issued. <!-- -->However, only around 2,000 applications have been filed since this April.<span class=\"id-r-component br\" data-pos=\"12\"\/>After examining the relatively low response to the scheme, it was observed that even after issuance of the deeds and slips, residents couldn\u2019t get building plans approved or regularise existing structures due to the absence of approved layout plans.<span class=\"id-r-component br\" data-pos=\"14\"\/>On April 7, the Centre simplified norms by allowing 1,511 of Delhi\u2019s 1,731 unauthorised colonies to be regularised on an \u201cas-is, where-is\u201d basis, dispensing with the earlier requirement of approved layout plans. Property owners can now get building plans prepared by empanelled architects and upload them online.<span class=\"id-r-component br\" data-pos=\"18\"\/>The Centre then handed over the responsibility of running the scheme to the Delhi revenue department. The registration process, which was subsequently revamped by Delhi govt from April 24, aims to grant ownership rights to nearly 10 lakh households spread across the 1,511 colonies.<span class=\"id-r-component br\" data-pos=\"20\"\/>Under the new system, the residents are required to apply through Delhi\u2019s Swagam portal. <!-- -->Those already registered under PM-UDAY can log in using their existing credentials, while new applicants must first obtain a mandatory PM-UDAY card through PM-UDAY portal before proceeding with their applications.<span class=\"id-r-component br\" data-pos=\"24\"\/>An official said the process has largely been digitised by integrating the two portals and National Generic Document Registration System (NGDRS), allowing applications to move seamlessly through different stages without people having to repeatedly visit govt offices.<span class=\"id-r-component br\" data-pos=\"27\"\/>However, some residents said one of the challenges was establishing the chain of documents, while others said they are unsure whether going through the entire process will bring any tangible benefit.<span class=\"id-r-component br\" data-pos=\"29\"\/>South Delhi MP Ramvir Singh Bidhuri, said: \u201cPeople should take advantage of the scheme because govt has simplified its rules and procedures.
