New Delhi:<\/span> Municipal Corporation of Delhi<\/a> on Thursday approved the amended draft bye-laws which will bring a toll collection system to Delhi that will depend on minimum human intervention, track defaulter vehicles and fine their owners heftily for repeat offences.The Multi-Lane Free Flow (MLFF) toll system, which is in line with Supreme Court\u2019s directives, will be implemented on all the 154 border checkpoints of Delhi by the end of Dec. The Delhi Municipal Corporation (Toll Tax) Amendment Bye-Laws, 2026, has a strict penalty regime. Offenders may have to pay penalties as high as five times the applicable toll tax for each instance of wrongful entry. Authorities can intercept vehicles anywhere in Delhi, verify documents and toll payment status, and ask for the dues to be paid on the spot. Vehicles may be detained or impounded if the payment is not made.Vehicle owners will be issued notices specifying outstanding toll dues that must be cleared within 72 hours. A failure may lead to a warrant of distress, followed by actions such as vehicle interception, detention or impounding.Officials said the framework will allow digital tracking of all vehicles through toll records, CCTV footage, Automatic Number Plate Recognition (ANPR) cameras, RFID and FASTag data and sensor records. These can serve as evidence against a vehicle owner if toll tax is unpaid.The MCD commissioner or an authorised officer will determine the unpaid toll amounts and examine cases of wrongful passage, repeated defaults, misuse of exemptions, false declarations, tampering or deliberate evasion.The bye-laws have provision for damages recovery for any damage to toll collection infrastructure. MCD can also recover unpaid toll tax and penalties through the auction of vehicles or property. Repeat offenders could face blacklisting in toll enforcement systems and denial of toll-related facilities.House Ruckus<\/span>On Thursday, a heated debate erupted in the MCD House after the civic body\u2019s additional commissioner told members that 22 incidents, including building collapses and fire accidents, were reported across five zones between May 22 and June 24. The official clarified that none of these involved MCD-owned properties.AAP councillors accused the civic body of hiding facts and failing to strengthen civic infrastructure. Leader of Opposition Ankush Narang alleged that MCD bore responsibility in some cases. He said the 22 incidents highlighted serious lapses.Mukesh Goyal, leader of the Indraprastha Vikas Party, said that MCD could not be absolved of responsibility because no accidents happened on MCD property.Mayor Pravesh Wahi said that accountability will be fixed on officials in the event of waterlogging.<\/div>\n
