These mandates date back decades, and many public health experts consider them a foundational defense against infectious disease.<\/p>\n<p>Since the summer of 2025, Florida leaders have aimed to make the state the first to drop some of those vaccine mandates. The anti-vaccine rhetoric has often been positioned as a push for \u201cmedical freedom.\u201d Related efforts to revise laws and regulations rumbled along at the state health department and in the legislature for months.<\/p>\n<p>But by the end of April, the fight seemed to have stalled out.<\/p>\n<p>In the opening minutes of a special session on April 28, the Republican speaker of the Florida House, Daniel Perez, refused to bring the vaccine issue to the floor.<\/p>\n<p>\u201cThere is some concern here, on my behalf, about children being in school without measles, mumps, polio, and chickenpox vaccines that have been working for decades,\u201d Perez told reporters afterward.<\/p>\n<p>For now, at least, the push to end childhood vaccine mandates has failed in Florida, and that outcome could offer insights into such efforts\u2019 chances in other states. An Associated Press analysis found that at least 350 anti-vaccine bills <a href=\"https:\/\/www.ap.org\/news-highlights\/spotlights\/2025\/anti-science-bills-hit-statehouses-stripping-away-public-health-protections-built-over-a-century\/\">were introduced<\/a> in state legislatures last year. Many focused on relaxing requirements for vaccines in schools.<\/p>\n<p class=\"has-heading-5-font-size\"><strong>Ladapo: Mandates Are Bodily \u2018Slavery\u2019<\/strong><\/p>\n<p>Last September, Gov. Ron DeSantis and Florida Surgeon General Joseph Ladapo set the stage for the anti-vaccine campaign. They held a news conference at a private Christian school east of Tampa, where <a href=\"https:\/\/abcnews.com\/Health\/florida-surgeon-general-state-moving-end-vaccine-mandates\/story?id=125224527\">Ladapo said<\/a> the state would work to end all vaccine mandates in Florida law.<\/p>\n<p>\u201cEvery last one of them is wrong and drips with disdain and slavery,\u201d he said.<\/p>\n<p>\u201cWho am I, as a government or anyone else,\u201d Ladapo said, \u201cor who am I as a man standing here now, to tell you what you should put in your body?\u201d<\/p>\n<p>Political analysts say that the prospects for efforts to cut back on vaccine mandates are closely tied to the political prospects of Republicans trying to maintain their majorities at the state and federal levels. DeSantis is term-limited, and his governorship ends in January. And the congressional midterms are in November.<\/p>\n<p>\u201cFor Republicans, they\u2019re a little bit leery,\u201d said <a href=\"https:\/\/sciences.ucf.edu\/politics\/person\/aubrey-jewett\/\">Aubrey Jewett<\/a>, an associate professor of political science at the University of Central Florida. \u201cThey know we\u2019re in an election cycle. They know political history. And it\u2019s pretty clear that the president\u2019s party tends to lose seats in the midterm election.\u201d<\/p>\n<p>Although hundreds of anti-vaccine bills have been introduced in state legislatures, the noisy rhetoric and splashy headlines don\u2019t guarantee passage, said <a href=\"https:\/\/ccf.georgetown.edu\/author\/kelly-whitener\/\">Kelly Whitener<\/a>, an associate professor of health policy at Georgetown University.<\/p>\n<p>In many states, including Florida, \u201cthere\u2019s a disconnect between what we hear a lot from a potentially vocal minority about how they feel about vaccines compared to where the majority of people really are,\u201d Whitener said.<\/p>\n<p>\u201cFor most people,\u201d she said, \u201dthey still support the idea of near-universal vaccination, still understand the importance of vaccinating children to protect people who can\u2019t be vaccinated.\u201d<\/p>\n<p>A <a href=\"https:\/\/www.kff.org\/public-opinion\/new-kff-washington-post-survey-explores-parents-trust-in-and-confusion-about-childhood-vaccines-as-the-trump-administration-revamps-federal-policies\/\">national poll<\/a> last year by KFF and The Washington Post showed 81% of parents supported school vaccine requirements.<\/p>\n<p>\u201cThey support these vaccines,\u201d said <a href=\"https:\/\/www.kff.org\/person\/jennifer-kates\/\">Jen Kates<\/a>, a senior vice president at KFF, a health information nonprofit that includes KFF Health News. \u201cThey support protecting their kids through these mandates. Others could be changed by a rulemaking process at the state Department of Health, including for chickenpox, hepatitis B, pneumococcal conjugate, and <em>Haemophilus influenzae<\/em> type B.<\/p>\n<p>At a Dec. 12 forum in Panama City hosted by the health department, public comment went on for hours, with those who wanted to keep the mandates slightly outnumbering those who opposed them.<\/p>\n<p>\u201cThis is about freedom,\u201d said one speaker, Larry Downs Jr. \u201cThe default setting should be freedom, not these corporate chemical vaccine injections.\u201d<\/p>\n<p>Florida schoolteacher Marion Fesmire has worked overseas. She defended vaccine requirements in part because of some of the suffering she has seen.<\/p>\n<p>\u201cI\u2019ve seen kids with polio. I\u2019ve seen blind kids. I\u2019ve seen kids die before they\u2019re even 10 years old. It\u2019s heartbreaking,\u201d Fesmire said.<\/p>\n<p>The health department hasn\u2019t held any more public forums on vaccines since then.<\/p>\n<p>Nor has the department filed the paperwork needed to change the vaccination rules, including a statement of regulatory costs. In that, the department must estimate whether changing the rules could affect personal income, the number of visitors to the state, or the size of the Florida workforce.<\/p>\n<p>In an April 13 email, the health department said that it is \u201ccurrently in the rulemaking process\u201d and that any updates would be posted in the Florida Administrative Registrar.<\/p>\n<p class=\"has-heading-5-font-size\"><strong>Pushing for a New Exemption<\/strong><\/p>\n<p>During the winter legislative session, a <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/1756\">vaccine-related bill, SB 1756<\/a>, didn\u2019t include removing mandates but did feature a new kind of exemption. In addition to a religious or medical exemption, a parent could exempt a child for reasons of personal conscience. This type of exemption is <a href=\"https:\/\/www.ncsl.org\/health\/state-non-medical-exemptions-from-school-immunization-requirements\">available in 17 states<\/a>.<\/p>\n<p>Democrats, the minority in the Florida Legislature, came out against it.<\/p>\n<p>\u201cIt\u2019s currently very easy to opt out for religious reasons from school immunizations,\u201d state Sen. <a href=\"https:\/\/www.flsenate.gov\/Senators\/s17?pref=full\">Carlos Guillermo Smith<\/a> (D) said while speaking from the chamber floor. \u201cWhy is this bill necessary? Given that context, is your bill just about giving people more options to ignore school immunizations, or is it intended to solve a public health problem?\u201d<\/p>\n<p>A few Republicans also opposed the bill. State Sen. <a href=\"https:\/\/www.flsenate.gov\/Senators\/s31?pref=full\">Gayle Harrell<\/a> (R) brought up the measles outbreak. Florida is the state with the <a href=\"https:\/\/www.wusf.org\/health-news-florida\/2026-03-27\/florida-drops-to-fourth-most-number-of-measles-cases-as-spread-slows\">fourth-highest<\/a> number of measles cases this year, with 155 as of June 6.<\/p>\n<p>\u201cI truly believe that this is a dangerous bill, and I cannot vote for it,\u201d Harrell said.<\/p>\n<p>The bill also included a permanent ban on mandates for any mRNA-based vaccines and would have allowed <a href=\"https:\/\/kffhealthnews.org\/health-industry\/ivermectin-pharmacies-tennessee-anti-vaccine-doctor-denise-sibley\/\" id=\"https:\/\/kffhealthnews.org\/health-industry\/ivermectin-pharmacies-tennessee-anti-vaccine-doctor-denise-sibley\/\">nonprescription sales of ivermectin<\/a>. That anti-parasite medication rose to popularity as an alternative treatment for covid, although the Food and Drug Administration determined that the available clinical trial data does not demonstrate effectiveness against covid in humans.<\/p>\n<p>Florida\u2019s previous surgeon general, Scott Rivkees, <a href=\"https:\/\/www.tampabay.com\/viewpoints\/2026\/04\/27\/dont-martyr-floridas-kids-with-anti-vaccine-legislation-column\/\">condemned the ivermectin proposal<\/a>, calling it \u201cthe equivalent of walking into a pharmacy and requesting amoxicillin for a self-diagnosed infection.\u201d<\/p>\n<p>In the end, <a href=\"https:\/\/floridaphoenix.com\/2026\/03\/16\/desantis-resolve-to-pass-his-vaccine-policies-strengthens-as-measles-cases-continue-to-rise\/\">the \u201cmedical freedom\u201d measure died<\/a> when the <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/917\/?Tab=BillText\">House version of the bill<\/a> failed to make it to committee.<\/p>\n<p>Yet, people on both sides say the Florida fight is far from over, especially given the lingering mistrust of the medical establishment after the covid pandemic.<\/p>\n<p>\u201cThere are many more people now who have skepticism about the wisdom of public health policy and law,\u201d said Barbara Loe Fisher, an anti-vaccine activist who has been working to end mandates since the early 1980s.<\/p>\n<p>\u201cI don\u2019t think that that\u2019s going to disappear,\u201d she said. \u201cI think it\u2019s going to grow.\u201d<\/p>\n<p><em>This article is from a partnership that includes <a href=\"https:\/\/www.wusf.org\/\">WUSF<\/a>, <a href=\"https:\/\/www.npr.org\/\">NPR<\/a>, and KFF Health News.<\/em><\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/kffhealthnews.org\/health-industry\/ending-vaccine-mandates-schools-florida-joseph-ladapo-measles\/\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Every state, along with Washington, D.C., requires children to obtain certain vaccinations before they can attend school or childcare.
