India is reported;y considering a policy modelled on practices followed by China that would require domestic oil refiners to maintain substantially larger crude oil reserves as a safeguard against future supply shocks.<!-- --> The thought process comes in the wake of disruptions caused by the US- Iran conflict.<span class=\"id-r-component br\" data-pos=\"4\"\/>The disruption to shipping through the Strait of Hormuz has challenged a long-standing belief among Indian policymakers that the country&#8217;s proximity to the crude-rich Persian Gulf reduced the need for large strategic petroleum reserves. <span class=\"id-r-component br\" data-pos=\"6\"\/>Data from the US Energy Information Administration shows that, at the end of 2025, India held about 21 million barrels of strategic crude reserves, compared with 1,397 million barrels in China, 413 million barrels in the US and 263 million barrels in Japan.<span class=\"id-r-component br\" data-pos=\"10\"\/> <\/p>\n<div data-pos=\"0\" class=\"id-r-component iIpbx undefined  &#10;        \">\n<div><img decoding=\"async\" alt=\"Crude oil inventories\" msid=\"131787640\" width=\"\" title=\"\" placeholdersrc=\"https:\/\/static.toiimg.com\/photo\/83033472.cms\" imgsize=\"\" resizemode=\"4\" offsetvertical=\"0\" placeholdermsid=\"47529300\" type=\"thumb\" class=\"\" src=\"https:\/\/static.toiimg.com\/photo\/msid-131787640\/crude-oil-inventories.jpg\" data-api-prerender=\"true\"\/><\/div>\n<\/div>\n<p><span class=\"id-r-component br\" data-pos=\"13\"\/><\/p>\n<p><h2>India\u2019s big plan for crude oil stocks<\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"15\"\/>Under the proposal, refiners would be asked to hold inventories beyond the roughly 15 days of crude oil they currently keep for routine operational requirements, according to an ET report. <span class=\"id-r-component br\" data-pos=\"17\"\/>The idea remains at an early stage, and several aspects of the plan are still being worked out. Building new tank facilities is a capital-intensive exercise that could take several years to complete.<span class=\"id-r-component br\" data-pos=\"32\"\/>According to a person familiar with the industry&#8217;s position, any such policy should provide refiners with sufficient flexibility regarding the location of storage facilities and the commercial use of the crude held in them.<span class=\"id-r-component br\" data-pos=\"35\"\/>The person said policymakers should incentivise the development of storage capacity near ports so that inventories can be easily traded in global markets.
