{"id":20550,"date":"2026-06-13T00:18:18","date_gmt":"2026-06-12T18:48:18","guid":{"rendered":"https:\/\/banitoday.com\/california-health-worker-union-hospital-association-tout-dueling-ballot-initiatives\/"},"modified":"2026-06-13T00:18:18","modified_gmt":"2026-06-12T18:48:18","slug":"california-health-worker-union-hospital-association-tout-dueling-ballot-initiatives","status":"publish","type":"post","link":"https:\/\/banitoday.com\/hi\/california-health-worker-union-hospital-association-tout-dueling-ballot-initiatives\/","title":{"rendered":"California Health Worker Union, Hospital Association Tout Dueling Ballot Initiatives"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>The issue of affordability has reignited a long-simmering battle between California\u2019s medical industry and one of its largest health worker unions.\u00a0<\/p>\n<p class=\"has-text-align-left\"><a href=\"https:\/\/www.seiu-uhw.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">SEIU-United Healthcare Workers West<\/a>, with approximately 120,000 members, has put forward two ballot initiatives to cap the pay of medical executives and require community clinics to spend the vast bulk of their revenues on patient care.<\/p>\n<p class=\"has-text-align-left\">The California Hospital Association has responded with its own <a href=\"https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/05\/Health-Care-Union-Transparency-ballot-inititiative.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ballot proposal<\/a> that would make it tougher for unions to spend money on future political initiatives by requiring a union\u2019s rank-and-file membership to approve any spending of at least $1 million on statewide measures or $100,000 on local ones.\u00a0<\/p>\n<p class=\"has-text-align-left\">The competing measures, which have drawn enough verified signatures to qualify for the November ballot, come at a time when the rising cost of healthcare is emerging as a <a href=\"https:\/\/www.kff.org\/public-opinion\/poll-the-cost-of-health-care-remains-at-the-top-of-the-publics-list-of-economic-concerns-even-as-concerns-about-gas-prices-climb\/\" target=\"_blank\" rel=\"noreferrer noopener\">top voter concern<\/a>.<\/p>\n<div class=\"wp-block wp-block-kff-shared-newsletter  wp-block-kff-shared-newsletter--background-white\" data-type=\"kff-shared\/newsletter\" data-align=\"center\">\n<div class=\"wp-block-kff-shared-newsletter__container\">\n<div class=\"wp-block-kff-shared-newsletter__content\">\n\t\t\t<img decoding=\"async\" src=\"https:\/\/kffhealthnews.org\/wp-content\/plugins\/kff-shared\/dist\/\/images\/newsletter-icon.png\" alt=\"Newsletter Icon\" class=\"wp-block-kff-shared-newsletter__img\"\/><\/p>\n<div class=\"wp-block-kff-shared-newsletter__text\">\n<h4 class=\"newsletter__title\">\n\t\t\t\t\tEmail Sign-Up\t\t\t\t<\/h4>\n<p class=\"newsletter__description\">\n\t\t\t\t\tSubscribe to KFF Health News&#8217; free weekly newsletter, &#8220;The Week in Brief.&#8221;\t\t\t\t<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p class=\"has-text-align-left\">The Service Employees International Union affiliate has seized upon affordability angst to resurrect failed proposals to cap healthcare executive compensation.\u00a0<\/p>\n<p class=\"has-text-align-left\">Mikey Vaughn, a certified nursing assistant at Cedars-Sinai Medical Center, said that the Los Angeles hospital, despite its reputation as the go-to place for the rich and famous, often lacks supplies and staffing that he and his colleagues need to do their jobs.\u00a0<\/p>\n<p class=\"has-text-align-left\">But that\u2019s not how hospital officials see it. Cedars-Sinai spokesperson Duke Helfand said if the measure passed, the hospital would be unable to recruit and retain physicians, nurses, and specialists, dramatically impairing its ability to provide healthcare.\u00a0<\/p>\n<p class=\"has-text-align-left\">The union wants to cap compensation at $450,000 a year for senior hospital and medical group executives, as well as other administrative and managerial staff. SEIU-UHW does not have an estimate of the amount the initiative would claw back from pay packages that exceed the limit. And the initiative does not stipulate how dollars diverted from payroll must be spent.\u00a0<\/p>\n<p class=\"has-text-align-left\">The union has dubbed the proposal the \u201c<a href=\"https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/05\/Health-Care-Executives-Compensation-Act-text.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Health Care Executive Compensation Act of 2026<\/a>.\u201d A <a href=\"https:\/\/protectqualitycare.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">coalition of medical industry<\/a> heavyweights opposing it \u2014 hospitals, physicians, and clinics, among others \u2014 has rebranded it the \u201cHealth Care Endangerment Act.\u201d\u00a0<\/p>\n<p class=\"has-text-align-left\">Carmela Coyle, CEO of the hospital association, called the measure a cynical political ploy.\u00a0<\/p>\n<p class=\"has-text-align-left\">And Glenn Melnick, a healthcare economist at the University of Southern California, said that even if the initiative were fully implemented, he doubts it would reduce patients\u2019 healthcare costs.\u00a0<\/p>\n<p>The second SEIU-UHW ballot initiative, on community clinics, is already in court. <a href=\"https:\/\/cpca.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">The California Primary Care Association<\/a>, which represents clinics, filed a <a href=\"https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/05\/Community-Clinic-complaint-vs.-SEIU-UHW-initiative.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">federal lawsuit<\/a> in April seeking to invalidate it before it reaches the November ballot.<\/p>\n<article class=\"wp-block-kff-shared-post-card--right wp-block-kff-shared-post-card--aligned  wp-block-kff-shared-post-card---variation-news-listing wp-block-kff-shared-post-card\" id=\"post-2245967\" data-image-size=\"3:2\">\n<div class=\"wp-block-kff-shared-post-card__thumbnail-wrapper\">\n\t\t\t\t\t<a href=\"https:\/\/kffhealthnews.org\/medicaid\/seiu-uhw-union-healthcare-industry-california-ballot-initiatives-clinic-executive-pay\/\" class=\"wp-block-kff-shared-post-card__thumbnail jetpack-lazy-image wp-block-kff-shared-post-card__thumbnail--ratio-3:2 \">\n\t\t\t<picture><source srcset=\"https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/06\/GettyImages-1411010011-resized.jpg?w=300&amp;h=200&amp;crop=1 1x, https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/06\/GettyImages-1411010011-resized.jpg?w=600&amp;h=400&amp;crop=1 2x\" media=\"(max-width: 500px)\"><source srcset=\"https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/06\/GettyImages-1411010011-resized.jpg?w=834&amp;h=556&amp;crop=1 1x, https:\/\/kffhealthnews.org\/wp-content\/uploads\/sites\/8\/2026\/06\/GettyImages-1411010011-resized.jpg?w=1668&amp;h=1112&amp;crop=1 2x\" media=\"(min-width: 500px)\"><img fetchpriority=\"high\" width=\"300\" height=\"200\" alt=\"Two medical workers in blue scrubs walk down a hallway in a hospital.\"\/>\t\t\t<\/source><\/source><\/picture>\n\t\t<\/a>\n\t\t\t\t<\/div>\n<div class=\"wp-block-kff-shared-post-card__main\">\n<div class=\"wp-block-kff-shared-post-card__description\">\n<p>One of California\u2019s largest healthcare unions is sponsoring two initiatives that would regulate community clinics and cap executive and managerial pay at hospitals and physician groups.
