Instead, only humanitarian and faith-based partners, such as Caritas \u2013 the <a href=\"https:\/\/www.caritas.org\/where-we-work-country\/cuba\/\">Catholic Church\u2019s humanitarian aid network<\/a> \u2013 and other nonprofits would deliver the aid. That is, the U.S. is willing to provide assistance that will help the Cuban people, but it does not trust the Cuban government to distribute it.<\/p>\n<p>A week later, on May 20, <a href=\"https:\/\/www.youtube.com\/watch?v=JFFS7os5CCs\">Rubio reinforced the caveats<\/a> that came with the Trump administration\u2019s announcement during a 5-minute video address directed at the Cuban people. In his remarks, which coincided with Cuban Independence Day, he blamed Cuba\u2019s economic problems and chronic energy shortages on its own government.<\/p>\n<p>Cuban President Miguel D\u00edaz-Canel <a href=\"https:\/\/x.com\/DiazCanelB\/status\/2054992698617242111?s=20\">has said Cuba would accept the U.S. offer of aid<\/a> \u201cwithout ingratitude,\u201d while also criticizing the new approach and urging the U.S. to lift or ease the decades-old embargo. The timing of the offer was particularly challenging because it coincided with the U.S. <a href=\"https:\/\/theconversation.com\/why-has-the-us-indicted-former-cuban-president-raul-castro-283467\">indictment of Ra\u00fal Castro<\/a>, a former Cuban president who helped lead the revolution that brought his brother, Fidel Castro, to power in 1959.<\/p>\n<p>The Trump administration\u2019s aid restriction may sound unusual. But as a <a href=\"https:\/\/aidp.fiu.edu\/about-us\/faculty-staff\/profiles\/dulce-suarez.html\">scholar of Cuban studies<\/a> and a former humanitarian aid worker, I have seen firsthand how faith-based organizations have long played a critical role in reaching Cuban families when formal systems there fall short.<\/p>\n<h2>There are precedents<\/h2>\n<p>You may wonder whether religious groups and other kinds of nonprofits are prepared to distribute $100 million in humanitarian aid inside Cuba.<\/p>\n<p>But there\u2019s evidence that this arrangement would probably work. The Catholic Church has one of the strongest national networks in Cuba outside the government, and this would not be the first time it has coordinated the distribution of humanitarian aid.<\/p>\n<p>For several months after <a href=\"https:\/\/www.miamiarch.org\/CatholicDiocese.php?op=Article_adom-hurricane-melissa-aid-to-cuba-continues-into-2026\">Hurricane Melissa<\/a> hammered the island\u2019s eastern provinces in 2025, <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/02\/delivering-additional-humanitarian-support-directly-to-the-cuban-people\">Washington<\/a> supported smaller humanitarian shipments to Cuba. And it <a href=\"http:\/\/cubaheadlines.com\/articles\/329014\">sent that assistance<\/a> through the church.<\/p>\n<p>From 2011 to 2017 I saw church networks become lifelines for the most vulnerable, delivering aid from governments, humanitarian organizations and faith-based groups directly into communities and opening pathways beyond Havana into rural areas where need is often greatest.<\/p>\n<div id=\"attachment\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/738486\/original\/file-20260527-57-rcz7ye.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A man in a long dark robe stands near a group of people who look haggard.\"\/><\/p>\n<p class=\"wp-caption-text edd-enabled\"><span class=\"caption\">Friar Luis Pernas stands near a group of Cubans lining up to receive free medicine at the Church of the Holy Cross of Jerusalem in Havana in April 2026.<\/span><br \/><span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/fray-luis-pernas-gestures-next-to-elderly-people-lining-up-news-photo\/2270949295?adppopup=true\">Yamil Lage\/AFP via Getty Images<\/a><\/span><\/p>\n<\/div>\n<h2>Cuba\u2019s other faiths<\/h2>\n<p>Not all of these faith-based groups are tied to the Catholic Church.<\/p>\n<p>Protestant and evangelical churches, including <a href=\"https:\/\/www.christiandaily.com\/news\/western-cuba-baptists-emphasize-faith-and-service-amid-national-crisis\">Baptist<\/a> and <a href=\"https:\/\/news.ag.org\/en\/article-repository\/news\/2016\/10\/hurricane-relief-ongoing-in-haiti-cuba\">Assemblies of God<\/a> communities, maintain extensive networks across Cuba.<\/p>\n<p>I observed that foreign aid that arrived in Havana did not automatically reach rural provinces such as, Holgu\u00edn or Santiago de Cuba. Getting it there required trucks, fuel, warehouses, local partners and logistical assets that Cuba lacked even then and has in much shorter supply now.<\/p>\n<p>I worked directly with vulnerable communities in the aftermath of hurricanes and other disasters in Cuba to help deliver lifesaving aid, including food and clean water, to those most in need.<\/p>\n<p>That experience makes me certain that other faith-based networks could potentially also <a href=\"https:\/\/eltoque.com\/una-iglesia-alimenta-a-cientos-de-personas-en-santiago-de-cuba\">play a critical role<\/a> in delivering U.S. humanitarian aid as <a href=\"https:\/\/m25m.org\/work\/humanitarian-aid\/\">they have done in years past<\/a> and in <a href=\"https:\/\/www.cibercuba.com\/noticias\/2026-05-27-u1-e199894-s27061-nid330411-montan-acto-recibir-donaciones-santiago-cuba\">the spring of 2026<\/a>.<\/p>\n<p>Many of Cuba\u2019s faith-based groups operate through house churches \u2013 small congregations that meet inside private homes instead of formal church buildings. They emerged because the Cuban government <a href=\"https:\/\/www.americamagazine.org\/politics-society\/2017\/03\/27\/why-evangelical-churches-are-booming-cuba\/\">didn\u2019t allow anyone to build new churches<\/a> after <a href=\"https:\/\/www.americamagazine.org\/from-our-archives\/2012\/12\/10\/back-margins-2\/\">a constitutional change in 1992 led to somewhat more freedom<\/a> for worshippers. New <a href=\"https:\/\/www.baptistpress.com\/resource-library\/news\/amid-hardships-baptist-work-growing-in-cuba\/\">local congregations could form<\/a>, but they had to be based in houses. House churches are now deeply connected to their communities.<\/p>\n<p>Together, these networks often reach rural areas and vulnerable families that more formal systems struggle to serve.<\/p>\n<h2>Pivot from Russia to Venezuela<\/h2>\n<p>After the <a href=\"https:\/\/theconversation.com\/cubas-power-grid-collapse-reveals-the-depth-of-the-countrys-economic-crisis-241819\">Soviet Union collapsed<\/a> in 1991, Cubans endured years of severe shortages of food, fuel, medicine and basic supplies, hobbling transportation and many basic services. Daily life changed dramatically, and families had to find new ways to survive with very little.<\/p>\n<p>Until then, the <a href=\"https:\/\/ascecubadatabase.org\/asce_proceedings\/russian-oil-for-sugar-barter-deals-1989-1999\/\">Soviet Union had met Cuba\u2019s demand for oil<\/a> in exchange for shipments of Cuban sugar. The Cuban government euphemistically called that era of economic collapse a \u201c<a href=\"https:\/\/america.cgtn.com\/2018\/04\/17\/cuba-past-and-present-the-special-period\/\">Special Period in a Time of Peace<\/a>.\u201d<\/p>\n<p>Starting in the late 1990s, <a href=\"https:\/\/theconversation.com\/cubas-leaders-just-lost-an-ally-in-maduro-if-starved-of-venezuelan-oil-they-may-also-lose-what-remains-of-their-public-support-272681\">Venezuela began to supply Cuba with deeply discounted oil<\/a>, an arrangement that <a href=\"https:\/\/www.nytimes.com\/2026\/05\/14\/world\/americas\/cuba-oil-energy-crisis.html\">lasted until January 2026<\/a>, when the U.S. ousted Venezuelan President Nicol\u00e1s Maduro. The U.S. subsequently imposed an oil blockade on Cuba.<\/p>\n<p><a href=\"https:\/\/theconversation.com\/cuba-needs-a-long-term-solution-to-its-energy-crisis-281726\">Losing access to oil<\/a> has created a major crisis. Without fuel, Cuba\u2019s government is unable to operate power plants, buses, water pumping systems, food refrigeration, hospitals, schools and agriculture at full capacity.<\/p>\n<p>Many <a href=\"https:\/\/www.nbcnews.com\/world\/cuba\/cuba-daily-life-shortages-oil-embargo-us-relations-rcna263646\">Cubans are enduring frequent, long blackouts<\/a> and are unable to get to work or travel almost anywhere. They\u2019re losing access to healthcare, and food insecurity is growing.<\/p>\n<p>In short, Cuba is facing a major human-made disaster today without having been hit by a hurricane, earthquake or other kind of common disaster. People who gather for these services also exercise, eat meals and receive medical care.<\/span><br \/><span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/elderly-worshippers-attend-a-service-at-the-nazareth-news-photo\/2270949189?adppopup=true\">Adalberto Roque\/AFP via Getty Images<\/a><\/span><\/p>\n<\/div>\n<h2>Potential appeal to Cuban Americans<\/h2>\n<p>Many <a href=\"https:\/\/www.nytimes.com\/2026\/05\/23\/us\/south-florida-cuba-family.html\">Cuban Americans support<\/a> sending U.S. humanitarian aid to Cuba if it reaches ordinary Cubans and <a href=\"https:\/\/www.cbsnews.com\/miami\/news\/south-florida-cuban-americans-opinions-us-humanitarian-aid\/\">does not strengthen the Cuban government<\/a>. Bypassing the Cuban authorities by distributing assistance via faith-based groups would be appealing to Cuban Americans who have long accused Havana of using foreign assistance from foreign sources to maintain their grip on power.<\/p>\n<p>Based on my own experience on the ground after disasters in Cuba, I believe that if aid is delivered through trusted and transparent channels, it could save lives and reduce suffering.<\/p>\n<p>And if the aid is never delivered, I would expect that the people who need help most would once again pay the highest price.<\/p>\n<p><em>(Dulce Suarez, Assistant Director of the Academy for International Disaster Preparedness, Florida International University.
