Under the 7th Pay Commission, a uniform fitment factor of 2.57 was applied across categories.<span class=\"id-r-component br\" data-pos=\"14\"\/>IRTSA said the revised approach would create a more balanced salary structure across lower, middle and senior-level employees.<span class=\"id-r-component br\" data-pos=\"16\"\/>&#8220;The wages of technocrats, specially those in Railways, should be fixed separately from those of non-technocrat employees with a view to adequately compensate them for hazards\/job requirements, additional working hours and peculiar conditions of service,&#8221; the association said in its memorandum.<span class=\"id-r-component br\" data-pos=\"19\"\/>The association has also proposed a revised cadre structure for railway technical supervisors.<span class=\"id-r-component br\" data-pos=\"21\"\/>Under its recommendations:<span class=\"id-r-component br\" data-pos=\"23\"\/><\/p>\n<div class=\"cdatainfo modify_cdata_list_style id-r-component \" data-pos=\"24\">\n<ul>\n<li>Junior Engineer (Level-7): Rs 1,57,400<\/li>\n<li>Senior Section Engineer (Gr-B, Level-8): Rs 1,66,800<\/li>\n<li>Assistant Manager (Gr-B, Level-9): Rs 2,01,600<\/li>\n<li>Manager (Gr-B, Level-10): Rs 2,13,000<\/li>\n<li>Senior Manager (Gr-A, Level-11): Rs 2,57,000<\/li>\n<\/ul>\n<\/div>\n<p><span class=\"id-r-component br\" data-pos=\"25\"\/>IRTSA has additionally demanded five financial upgradations under the Modified Assured Career Progression (MACP) scheme over a 30-year service period, instead of the existing structure. It proposed financial upgradations after 6, 12, 18, 24 and 30 years of service.<span class=\"id-r-component br\" data-pos=\"27\"\/>The association said technical supervisors in the Railways should have a five-grade pay structure similar to that followed in central public sector enterprises such as ONGC.<span class=\"id-r-component br\" data-pos=\"30\"\/>IRTSA also argued that safety-category railway posts from Level 6 onwards should receive higher indexing in fitment calculations, the report said.<span class=\"id-r-component br\" data-pos=\"32\"\/><\/p>\n<p><h2>Understanding the fitment factor<br \/><\/h2>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"34\"\/>The fitment factor is the formula used by a pay commission to increase the basic salary of central government employees.
