<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div><\/div>\n<\/div>\nNew Delhi: <\/span>A circular issued by the directorate of higher education has asked Guru Gobind Singh Indraprastha University (GGSIPU) to examine a complaint received through Prime Minister\u2019s Office (PMO) public grievance portal regarding its vice-chancellor Professor Mahesh Verma\u2019s move to establish an offshore campus in South America\u2019s Guyana.The complaint alleges that the proposal is legally \u201cquestionable, unconstitutional and violates territorial jurisdiction\u201d. The university has been directed to review the matter, take action according to rules and submit a detailed factual report with para-wise comments on the allegations along with supporting documents at the earliest.Dr Kamal Pathak, GGSIPU registrar, said, \u201cThe university has jurisdiction restrictions only for the purpose of affiliation, which is being followed by it in letter and spirit. The current proposal is to set up a university-owned campus (not an affiliated institution), hence there is no violation of jurisdiction,\u201d he said.According to the varsity, Section 5 of GGSIP University Act gives it powers of cooperation and collaboration with other universities or institutions of higher learning. \u201cSub-section 10 states \u2018to co-operate or collaborate or associate with any other university, authority or institution of higher learning in such manner and for such purpose as the university may determine\u2019, and sub-section 43 states \u2018to do all such other acts and things as may be necessary or incidental to the exercise of all or any of the powers of the university or necessary or conducive to the attainment of all or any of the objects of the university\u2019,\u201d university officials said.They added that the initiative gained momentum during the Jan 2023 visit to India of Mohamed Irfaan Ali, president of Guyana and an alumnus of the university. He expressed a desire for the university to expand higher education opportunities for students in Guyana. \u201cThe initiative for the offshore campus began with this,\u201d the officials said.\u201cOn Dec 11, 2024, a communication was received from the director of GOAL and vice-chair, National Accreditation Council of Guyana, conveying the approval of the country\u2019s ministry of education for the establishment of an offshore campus,\u201d GGSIPU officials said, adding that the administrative department, higher education, conveyed its approval to the university on Oct 30, 2025. \u201cThe proposal is still under active consideration of both countries to work out the modalities of collaboration,\u201d the officials said, adding that \u201ca detailed report on this is being sent to Delhi govt\u201d.The directorate of higher education director said that she would look into the matter.<\/div>\n
